Hi Jasmine,
Once you reached the 5 years Minimum Occupation Period, you will be able to sell in the open market. If you are still within the 5 years and need to sell for certain reasons, we will need to appeal to HDB to get a waiver of the MOP before we can sell.

If your flat at 590B has reached MOP of 5 years, you can start to sell your property. If you have purchased this flat as a result of SERS exercise, you can sell once a period of 7 years from selection has been reached. Are you looking to sell soon or are you planning to purchase a flat there?

Did you purchase this flat as BTO or SERS? If you have gotten this from BTO, then you will need to fulfil 5 years Minimum Occupation Period before you are able to sell, and if you have gotten this unit through SERS selection, you may actually sell 7 years after your unit selection.
Basing from my understanding, the 99 years lease for this block commences from February 2019, therefore your likely MOP will be sometime in the 1st half of 2024 if you have gotten the flat via BTO route.
